Empowering women to participate in local politics

Development cooperation project in Ghana

Zeitraum: Feb. 2014 - Mai 2014
Institution: Global Hand on Natural Environmental Care (NGO) and Academy for Local Democracy (NGO)

We want to use the opportunity of “Commitment for Africa” for learning lessons and identifying good practices from public participation in Ghana.

I. Objectives

  1. To address the problem of low women representation in local governance (Unit Committees and Local Assembly memberships) in the Jirapa District by raising public awareness with a view to the upcoming elections in October/November 2014.
  2. To mobilize and empower woman for participation in local governance, thus making the political system more balanced and inclusive in the long run.
  3. To help the Jirapa community to actively identify and address obstacles for female participation in politics, ranging from missing education and intra-household power relation to political culture and regulations.

II. Target Group

  1. Women holding the right to stand for local elections (primary)
  2. Traditional authorities
  3. Members of the Jirapa District Assembly and the District Government

III. Key Activities

  1. Mobilizing 50 women to participate in the project/elections and conducting quantitative survey
  2. Implementing three capacity building workshops for 50 women
  3. Facilitating a multi-stakeholders dialogue in Jirapa (70 participants)

IV. Expected Project Outcome(s)

We expect to see the following:

  1. 50 women mobilized to participate in the project.
  2. 50 women empowered to understand their rights and improve necessary skills to run in local elections as well as to participate in public politics in general.
  3. 50 women acquire knowledge to demand transparency and accountability from service providers (NHIS).
  4. Quantitative Data on the problems and obstacles for female’s participation in the local politics of Jirapa will be avaible.
  5. Cultural practices that hamper women participation in decision-making are addressed and reflected within the communities and the general public by means of the multi-stakeholder dialogue and 3 radio transmissions.
  6. A Memorandum of Understanding (MOU) signed by relevant local stakeholders to support women participation in local politics. Concrete actions are expected after project duration.

Aside from expected and directly measurable outcomes like the number of participants, the project aims at outcomes that can be measured in the wake of the local elections, which will be scheduled around October/November 2014. Ghanecare and ALD hope that the elections will show an increase in female aspirants running for mandate as well as an increase of the numbers of females that actually get supported and elected, compared to the elections before.
